                   INTERNATIONAL HARMONIZATION OF 
  FREQUENCY BANDS ABOVE 4           0 GHz

Representatives from the European Radiocommunications Committee
(ERC) of the European
  Conference of Postal and Telecommunications Administrations
(CEPT), the Federal
  Communications Commission (FCC), and the National
Telecommunications and Information
  Administration (NTIA) held discussions recently regarding the
desirability and feasibility of
  harmonizing the use in Europe and the United States of
frequency bands above 40 GHz.  During
  those meetings, the ERC representatives provided a "European
Table of Frequency Allocations and
  Utilisations", for the band 3400 MHz to 105 GHz, that had been
developed as part of a detailed
  spectrum investigation by the ERC.  The ERC representatives
indicated that the table reflects the
  CEPT objective of adopting a harmonized European allocations
table by the year 2008.  The ERC
  intends to review its frequency allocation table on an annual
basis and welcomes input from U.S.
  entities.  They further stressed their interest in seeking
common and harmonized solutions with the
  United States throughout the entire radio spectrum, especially
above 40 GHz.
  
  The FCC has proposed, in ET Docket No. 94-124, that certain
frequency bands above 40 GHz be
  opened for commercial development and use.  A copy of the
European frequency allocation table
  for frequencies above 40 GHz has been placed in the record of
ET Docket No. 94-124.  Copies of
  the information filed in ET Docket No. 94-124 are available

  Supplemental comments are requested on the desirability and
feasibility of harmonizing the FCC's
  proposal in ET Docket No. 94-124 and the European frequency
allocation table.  In particular,
  information is requested on whether the specific frequency band
proposals contained in either
  ET Docket No. 94-124 or the European frequency allocation table
can or should be changed in
  order to facilitate worldwide marketing and use of radio
transmitting equipment.  Supplemental
  comments should be filed, in accordance with Section 1.419 of
the Commission's rules, 47 C.F.R.
   1.419, with the Secretary of the FCC for inclusion in the
records of ET Docket No. 94-124 by
  28 July 1995.  Reply comments should be filed by 18 August
1995.

  During another recent meeting of government and industry
representatives from the US, Europe,
  and Japan, the Ministry of Posts and Telecommunications (MPT)
of Japan presented their plans for
  the use of spectrum above 30 GHz.  A copy of this presentation
also has been inserted in the
  record of ET Docket 94-124.  This presentation indicates that
the Research & Development Center
  for Radio Systems (RCR), a non-governmental radio standards
group, has drafted a standard for
  60 GHz automotive radars and has set up a study group to draft
a 60 GHz radio local area
