               SATELLITE COMMUNICATIONS SERVICES INFORMATION

                   Satellite Digital Audio Radio Service

On November 9, 1994, Satellite CD Radio, Inc. (CD Radio) filed a document titled
"Supplemental Comments" to be associated with its pending application for authorization to
provide satellite Digital Audio Radio Service (DARS).  These comments are, in fact, a request
for rulemaking to establish general DARS service rules and are not comments appropriately
associated with a particular DARS application.  Therefore, the Bureau will treat CD Radio's
Supplemental Comments as a request for rulemaking, as referenced by the above listed
rulemaking number.  Because it appears that CD Radio served all interested parties and several
reply comments and oppositions were filed with the Commission, it is unnecessary to solicit
further public comment on this request.
