Specifically, Directsat requests authority to modify its authorized DBS space station, at 118.8o W.L., to use the 5923.0-5924.0 MHz, 6425.0-6427.0 MHz, and 3698.3-3699.7 MHz bands to perform its Telemetry, Tracking and Control (TT&C) functions during on-orbit spacecraft control operations as well as for launch and ascent. In its original application, Directsat proposed use of C-band frequencies for launch and ascent TT&C function and Ku-band (12/14 GHz) service link frequencies for on-orbit TT&C operations. Directsat also requests a waiver, as necessary, of Section 2.106 of the Commission's rules to permit non-conforming use of the requested frequencies for its TT&C functions. Directsat states that the use of C-band frequencies for TT&C function would result in an overall reduction in cost for construction and operation of its space station and will provide more reliable TT&C operations. Directsat therefore requests authority to modify its space station to include an on-orbit C-band TT&C package rather than an on-orbit Ku-band TT&C package. File No. 76-SAT-AMEND-95 Final Analysis Communication Services, Inc. (Final Analysis) has filed an amendment to its pending application for a new NVNG satellite system (see File No. 25-SAT-P/LA-95). Final Analysis amends its projected frequency use to reflect changes in the planned phase-out of the Meterorological Satellite Program using the 137-138 MHz band.
