                      Petition for Declaratory Ruling



Hughes Network Systems, Inc.                         File No. 120-SAT-DR-95

Hughes Network Systems, Inc. has filed a Petition requesting a Declaratory Ruling that the 
regulations of the City Code of Coconut Creek, Florida are preempted by the Commission's rule, 47
C.F.R.  25.104, in so far as they affect the installation of satellite antennas.  Hughes states that the
city regulations discriminate against satellite antennas, do not have the required clearly defined
legislative objective, operate to impose unreasonable restrictions on reception and impose excessive
costs on installation.  Hughes's petition is filed pursuant to the policies announced in Preemption of
Local Zoning Regulation of Satellite Earth Stations, IB Docket No. 95-59, FCC 95-180 (released May
15, 1995), 60 Fed. Reg. 28077 (May 30, 1995).  Oppositions or comments in response to the petition
must be filed on or before July 10, 1995 and replies must be filed on or before July 17, 1995.    For
