                       EXTENSION OF PLEADING CYCLES

     
     COMSAT CORPORATION                       File No. 106-SAT-MISC-95
            (application to participate in Inmarsat's procurement of I-CO facilities)
     
     Pursuant to the Public Notice, Report No. SPB-11 (released June 8, 1995), comments,
     petitions or oppositions on the above-referenced filing were due June 23, 1995.  To date,
     seven comments or petitions to deny have been filed.  On June 30, 1995, COMSAT
     Corporation (COMSAT) filed a motion for extension of time in which to file a responsive
     pleading.  In order to allow all interested parties to fully brief issues in this record,
     COMSAT's responsive pleading will be due on or before July 28, 1995.  Other interested
     parties may file a reply to COMSAT's response on or before August 31, 1995.
     
     For purposes of this application, the procedural rules in Section 63.52 of the
     Commission's rules apply, 47 C.F.R.  63.52.  This is a non-restricted proceeding and
     pursuant to 47 C.F.R.  1.1206(a), ex parte presentations are permitted provided they are
     disclosed.

     On July 7, 1995, the City of Coconut Creek, FL filed a  motion for extension of time in
     which to file an Opposition in the referenced proceeding.  The request was granted by
     letter dated July 7, 1995 and the pleading cycle was extended as follows:  comments,
     petitions or oppositions on the above-referenced filing may be filed on or before July 17,
     1995.  Responses may be filed on or before July 31, 1995.
