Washington, D.C. 20554 DA 96-712 Report No. I-8173 May 6, 1996 IN TERNATIONAL TARIFFS FILED ON ONE DAYS' NOTICE EF FECTIVE MAY 9th Starting May 9th, non-dominant international resale and facilities-based carriers that seek to change their tariffs, or applicants that seek to implement new international tariffs, may file such tariffs on one days' notice. Thus, international tariffs may be filed on May 9th and the tariffs will be presumed lawful and effective on May 10th. Until further notice, applicants will continue to file international tariffs pursuant to Section 61.54 of the Commission's Rules. Having a one day notice period will accelerate the entry of new carriers and the introduction of new service offerings into the U.S. international telecommunications market. The Commission adopted the one day notice period for international tariffs in a comprehensive Report and Order issued on March 13, 1996, that streamlined the international Section 214 authorization process and tariff requirements. This Report and Order adopted other rules that relax the form and content requirements for international tariffs and streamline international Section 214 and cable landing authorizations. These procedures eliminate unnecessary and outdated regulatory barriers to competition and provide carriers greater flexibility in participating in the international telecommunications market. Because these rules have a paperwork impact on the public, the Commission must seek approval of the Office of Management and Budget ("OMB") before the majority of the rules adopted in the Report and Order can take effect. The exception is the one day notice period for filing international tariffs. As explained above, that rule is effective May 9th. We do not anticipate OMB approval for the remainder of the rules before June 15th. Prior to the effective date of these rules, we will issue a public notice indicating the actual effective date.
