December 6, 1996 FCC ANNOUNCES IT IS READY TO GRANT A DIRECT BROADCAST SATELLITE AU THORIZATION TO MCI TELECOMMUNICATIONS CORPORATION On December 14, 1995, the Commission adopted rules to conduct an auction for two Direct Broadcast Satellite ("DBS") authorizations: one for use of 28 channels at orbital location 110o W.L., and one for use of 24 channels at 148o W.L. The Commission conducted the auction for these DBS authorizations on January 24 through 26, 1996. MCI submitted the winning bid, $682.5 million, for the 28 channels at the 110o W.L. orbital location. MCI qualified to apply for this DBS authorization by making a 20 percent down payment on its bid at the close of the auction in accordance with our auction rules. See 47 C.F.R.  100.76(b). MCI must remit the remaining balance of its bid, $546 million, within five (5) business days of the date of this Public Notice, i.e., by December 13, 1996. See 47 C.F.R.  100.78(a). Should MCI fail to remit the balance of its bid by December 13, 1996, it will be considered in default and will not receive its DBS authorization. In addition, the Commission will assess default payments in accordance with Section 100.74 of the Commission's rules. See 47 C.F.R.  100.74. Payment Instructions MCI's payment must be made in U.S. dollars, must be in the form of a wire transfer or cashier's check, and must be made payable to the Federal Communications Commission, or FCC. Payments by cashier's check must be received by 11:59 p.m. Eastern Time, December 13, 1996. Cashier's checks must be drawn on a financial institution whose deposits are insured by the Federal Deposit Insurance Corporation.
