January 26, 1996 FCC KICKS OFF PREPARATIONS FOR WRC-97 The FCC has begun its preparations for the 1997 World Radiocommunication Conference ("WRC- 97"). The International Bureau announces today that the WRC-97 Advisory Committee will meet on February 6, 1996, from 2:00 p.m. to 4:30 p.m., in the Commission Meeting Room (Room 856), 1919 M Street, N.W., Washington, D.C. The International Bureau also announces today the composition of the FCC's WRC-97 Preparatory Team, which will be headed by Cecily C. Holiday. Ms. Holiday served as the FCC Vice-Chair of the U.S. WRC-95 delegation. The 1995 World Radiocommunication Conference ("WRC-95") adopted an ambitious agenda for WRC-97. In addition to continuing work on issues remaining from the 1995 conference, including non-geostationary satellite network issues and simplification of the international Radio Regulations, WRC-97 will consider issues involving broadcast satellites, high frequency broadcasting, space services, maritime and aeronautical services. To begin the process of developing U.S. proposals for WRC-97, the FCC will reconvene its Advisory Committee that was a key component of the United States' successful preparations for WRC-95. According to International Bureau Chief Scott Blake Harris: "we hope soon to recast the Advisory Committee as a joint committee in partnership with NTIA [National Telecommunications and Information Administration]. A joint effort would simplify and accelerate the development of U.S. proposals that we could then negotiate with other administrations at an early stage. While we are working with NTIA to create a joint committee, we expect that NTIA and other government agencies will participate vigorously in the work of the Committee." The agenda for the first meeting of the new WRC-97 Advisory Committee is attached. Membership in the Committee and attendance at its meetings are open to the public and all interested persons are encouraged to attend. Also attached is the listing of the members of the FCC WRC-97 Preparatory Team. The persons listed will serve as the FCC's primary contacts for the subjects noted.
