Sky Station International, Inc. File No. 96-SAT-P/LA-96 Sky Station International, Inc. seeks authority to construct, deploy and operate Sky Station -- a Global Stratospheric Telecommunications System in the 47.2-47.5 GHz (Earth-to-stratosphere) and 47.9-48.2 GHz (Stratosphere-to-Earth) frequency bands. Sky Station proposes to operate a system of 250 geostationary stratospheric platforms equipped with communications payloads located approximately 30 kilometers above the Earth. Proposed services include broadband fixed, mobile and portable digital switched services worldwide. In addition, the Sky Station system has been designed to access the Internet's World Wide Web at 64 kbps data rates, as well as with compressed picturephone service. ********************************* ACTIONS TAKEN ON SATELLITE APPLICATIONS The following actions were taken by the Chief, Satellite and Radiocommunication Division: Continental Satellite Corporation File No. 89-SAT-TC-96 Pro forma transfer of control WAS GRANTED on April 16, 1996 to transfer control of Continental Satellite Corporation from Loral Corporation and Loral Aerospace Holdings, Inc. to Loral Space & Communications, Ltd. and Loral SpaceCom DBS, Inc. This action was taken without prejudice to, and conditioned on, the outcome of a separate proceeding in which Loral Corporation seeks a declaratory ruling that neither Section 310(b) of the Communications Act, 47 U.S.C.  310(b), nor Section 100.11 of the Commission's rules, 47 C.F.R.  100.11, should bar Loral SpaceCom, a Bermuda Corporation, from acquiring an indirect controlling interest in the DBS permit of Continental Satellite Corporation.
