                      INTERNATIONAL BUREAU PUBLIC BRIEFING

                  SETTLEMENT RATE BENCHMARKS REPORT AND ORDER


The International Bureau will host a Public Briefing on Monday October 6, 1997 from 2:30 p.m. to
4:30 p.m. at the Federal Communications Commission, 2000 M St., N.W., Room 110.  The topic of the
briefing will be the Commission's Order on Settlement Rate Benchmarks adopted on August 7, 1997.  The
Commission's Order, entitled International Settlement Rates, CC Docket No. 96-261, Report and Order,
FCC 97-280 (rel. August 18, 1997), is posted and available on the Commission's web site at
http://www.fcc.gov.

The Bureau staff will respond to questions regarding the recently adopted rules requiring U.S.-
licensed carriers to negotiate settlement rates with their foreign correspondents that comply with established
benchmarks.  The purpose of this briefing is to provide the public with an opportunity to ask questions and
discuss the newly adopted rules.  In order to facilitate the discussion on this topic, the Bureau requests
participants to submit questions and issues to the staff by Thursday, October 2, 1997.  All interested
members of the public are encouraged to attend and ask questions about these new rules.
