Applications Accepted for Filing: EchoStar Satellite Corporation File No. 25-SAT-ML-97 EchoStar Satellite Corporation has filed an application to modify its space station license which currently gives it conditional authority to construct, launch, and operate a Ku-band fixed-satellite service ("FSS") satellite, EchoStar FSS-1, into the 83o W.L. orbital location. See EchoStar Satellite Corporation, DA 96- 1943, (released November 21, 1996). The modification proposes to add the unassigned C-band frequencies (4/6 GHz) at 83o W.L. to its current Ku-band (12/14 GHz) authorization, effectively authorizing it to construct, launch, and operate a C-/Ku-band hybrid satellite. EchoStar proposes to offer 24 C-band transponders, with a bandwidth of 36 MHz each, a space station transmitter power of 16 watts, and a maximum effective isotropically radiated power ("EIRP") of 41.41 dBW. It proposes to provide C-band coverage to the 48 contiguous states ("CONUS"), plus parts of southern Canada and northern Mexico. EchoStar estimates the cost to construct and launch the proposed C-/Ku-band hybrid satellite and to operate it for one year to be $290.7 million, $20 million more than its estimated costs for the currently licensed Ku-band-only EchoStar FSS-1 satellite. EchoStar seeks to offer non-common carrier service from all of the newly proposed C-band transponders. It did not propose an alternative launch date for this newly configured satellite. Interested parties may file comments regarding this application and on the issue of whether or not it initiates a new FSS processing round, no later than March 10, 1997. Such comments must also be served on the applicant. Opposition to the comments must be filed on or before March 21, 1997. Reply comments must be filed on or before March 31, 1997. This public notice is not intended to establish a fixed-satellite processing round. Rather, if we decide to open a processing round, we will do so explicitly in a future public notice. AT&T Corporation File No. 30-SAT-STA-97 By letter dated January 22, 1997, AT&T Corporation was granted Special Temporary Authority to relocate TELSTAR 302 and operate that satellite as an emergency replacement for its TELSTAR 401 satellite. Informative/Erratum: COMSAT Corporation filed a letter updating information concerning participation in the launch of an INTELSAT 801 spacecraft.
