                APPLICATIONS ACCEPTED FOR FILING


     The applications listed below have been found, upon initial review, to be acceptable for filing. 
The Commission reserves the right to return any of the applications if, upon further examination, it is
determined the application is not in conformance with the Commission's Rules or its policies.   Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the
Commission's rules, unless otherwise noted.  47 C.F.R.  25.154.

Applications Accepted for Filing:

USSB II                                    File Nos. 44-SAT-ML-97

  USSB II has filed an Application for Modification of its construction permit for its three channel
  satellite at 110๘ W.L.   USSB II seeks modification of the technical specifications of this satellite
  to conform to the new design by its contractor.  In addition, USSB II has filed an Application
  for Extension of Time to construct its satellites at 110๘ W.L. and 148๘ W.L. 

MCI Telecommunications Corporation        File No. 47-SAT-WAIV-97

  MCI Telecommunications Corporation has filed a request for 319(d) waiver to commence
  construction of a third satellite to be used as part of MCI's previously authorized Direct Broadcast
  Satellite system.

PanAmSat Corporation                         File Nos. CSS-94-015
    
    PanAmSat Corporation has filed a Request for Final Authority to construct, launch and operate
    its PAS-9 international communications satellite.   In support of its request, PanAmSat included
    its full financial showing for the PAS-9 satellite.

    PanAmSat Corporation has filed a request for final authority to construct, launch and operate its
    PAS-8 international communications satellite.   In support of its request, PanAmSat included its
    full financial showing for the PAS-8 satellite. 
    
    Comments on PanAmSat's Requests for Final Authority may be filed on or before March 17,
    1997.  Responses to comments may be filed on or before March 24, 1997.

City of St. Charles, MO                  File No. 46-SAT-WAIVZ-97

  On February 12, 1997, the Commission received the Petition for Waiver of Section 25.104,
  47 C.F.R.  25.104, filed by the City of St. Charles, MO.  The City seeks a waiver of the
  Commission's rules preempting local zoning rules and regulations so that the City may enforce
  Sections 15.065 through 15.067 of its Code of Ordinances.  

  Comments on the City's waiver request should be filed in accordance with Public Notice, Report
  No. SPB-41 (April 17, 1996).
