Report No. SPB-113 January 7, 1998 INTERNATIONAL BUREAU SATELLITE POLICY BRANCH INFORMATION: COMSAT CORPORATION ("COMSAT") SUBMITS PAPERS FOR INCLUSION IN THE PUBLIC RECORD IN COMSAT NONDOMINANT/FORBEARANCE PROCEEDING Comsat submitted two papers for inclusion in the public record of the proceeding initiated April 24, 1997, when Comsat filed a Petition pursuant to Section 10(c) of the Communications Act of 1934, as amended, for Forbearance from Dominant Carrier Regulation and for Reclassification as a Non-Dominant Carrier (File No. 60-SAT-ISP-97). One paper, entitled "Competition in International Satellite Services: Whither INTELSAT Restructuring?" by Marius Schwartz, Professor of Economics at Georgetown University, addresses claims made by other parties in this proceeding that INTELSAT poses a threat to competition. A second paper, entitled "An Analysis of the Commission's Authority to Mandate 'Direct Access' to the INTELSAT System," by Comsat, discusses why an FCC order requiring direct access would be unlawful.
