                   SATELLITE POLICY BRANCH INFORMATION:
    COMSAT CORPORATION ("COMSAT") SUBMITS PAPERS FOR INCLUSION IN THE
       PUBLIC RECORD IN COMSAT NONDOMINANT/FORBEARANCE PROCEEDING 

     Comsat submitted two papers for inclusion in the public record of the proceeding initiated
April 24, 1997, when Comsat filed a Petition pursuant to Section 10(c) of the Communications
Act of 1934, as amended, for Forbearance from Dominant Carrier Regulation and for
Reclassification as a Non-Dominant Carrier (File No. 60-SAT-ISP-97).

     One paper, entitled "Competition in International Satellite Services:  Whither INTELSAT
Restructuring?" by Marius Schwartz, Professor of Economics at Georgetown University,
addresses claims made by other parties in this proceeding that INTELSAT poses a threat to
competition.

     A second paper, entitled "An Analysis of the Commission's Authority to Mandate 'Direct
Access' to the INTELSAT System," by Comsat, discusses why an FCC order requiring direct
access would be unlawful.

     Interested parties may file comments in response to this notice on or before January 21,
1998.  Reply comments will not be entertained. 

     Comsat's submissions and all comments filed in response thereto will be available for
public inspection in the International Reference Center at 2000 M Street, NW, Room 102,
