         FCC ANNOUNCES NEW INTERNATIONAL SETTLEMENTS POLICY RULES 
                        ARE EFFECTIVE JULY 29, 1999

  The Commission announced today the policies, rules, and requirements reforming its International
  Settlements Policy will be effective on July 29, 1999.  The new policies, rules, and requirements
  were adopted in 1998 Biennial Regulatory Review: Reform of the International Settlements Policy,
  IB Docket No. 98-148, CC Docket 90-337 (Phase II), IB Docket 95-22, Report and Order and Order
  on Reconsideration, FCC 99-73 (rel. May 6, 1999).  The Office of Management and Budget (OMB)
  has approved the Commission's information collections.  (See OMB Nos. 3060-0454 and
