See 47 C.F.R.  1.1202(d) and 1.1208. The filings in this proceeding raise complex technical, legal and policy issues, and a regional satellite organization, ANDESAT S.A., is a party. ANDESAT S.A. is a limited liability company organized pursuant to Resolution No. 395 of the Andean Community. The Member States of the Andean Community are Peru, Ecuador, Bolivia, Colombia and Venezuela. Given the interests of the Andean countries in this proceeding and the sensitivities of communications between governments, we therefore, modify the ex parte procedures for this proceeding.
