Washington, D.C. 20554 DA 99-1655 Released: August 18, 1999 International Settlement Rates Report and Order on Reconsideration and Order Lifting Stay IB Docket 96-261, FCC 99-124 (June 11, 1999) Supplemental Final Regulatory Flexibility Analysis On August 18, 1997, the Federal Communications Commission released a Report and Order in IB Docket 96-261 that included a Final Regulatory Flexibility Analysis (FRFA). On June 11, 1999, the Commission released the Report and Order on Reconsideration and Order Lifting Stay in IB Docket 96-261. This public notice makes the Supplemental FRFA for the Report and Order on Reconsideration and Order Lifting Stay available to the public, as required by the Regulatory Flexibility Act (RFA). This Supplemental FRFA incorporates by reference the FRFA contained in the Report and Order. The Report and Order on Reconsideration and Order Lifting Stay reaffirmed the Commission's Report and Order adopting changes in the benchmark settlement rates for international message telephone service between U.S. facilities-based carriers and foreign carriers and related issues. The Report and Order on Reconsideration and Order Lifting Stay further streamlined the application of a rule pertaining to the condition for facilities-based service to affiliated markets so that it only applies to U.S. affiliates of carriers that have market power in the destination market.
