The filings in this proceeding raise complex technical, legal and policy issues, and a regional satellite organization, the European Telecommunications Satellite Organization ("EUTELSAT"), is a party. EUTELSAT seeks modification of the ex parte procedures in this proceeding to discuss spectrum management, jurisdictional and competition issues related to the implementation of the Commission's DISCO II framework. Amendment of the Commission's Regulatory Policies to Allow Non-U.S. Licensed Space Stations to Provide Domestic and International Service in the United States, IB Docket No. 96-111, Report and Order, 12 FCC Rcd 24094 (1997). Given the interests of EUTELSAT and various European countries in this proceeding and the sensitivities of communications between governments, we modify the ex parte procedures for this proceeding.
