AND DDI CORPORATION SEEK FCC CONSENT TO TRANSFER CONTROL OF INTERNATIONAL  214 AUTHORIZATIONS AND CABLE LANDING LICENSE; FOREIGN CARRIER NOTIFICATION FILED KDD America, Inc. (KDDA) and DDI Corporation (DDI) have filed applications, pursuant to  214 of the Communications Act of 1934, as amended, 47 U.S.C.  214, and the Cable Landing License Act, 47 U.S.C.  34-39, seeking Commission authority to transfer control of the international  214 authorizations and the cable landing license held by KDDA to DDI. In addition, pursuant to Section 63.11 of the rules, 47 C.F.R.  63.11, KDDA and DDI have filed a notification with the Commission regarding changes in the foreign carrier affiliations of KDDA and DDI that would result from the proposed merger of KDDA's ultimate corporate parent, KDD, with DDI. For administrative convenience, this Public Notice shall coordinate the separate processing cycles appropriate for each of the various applications. The pleading cycle for the cable landing license application and the foreign carrier affiliation notification will commence with the release of this Public Notice. Because the processing cycle for Section 214 streamlined transfer of control applications runs on a shorter schedule, a Public Notice announcing the processing cycle for the streamlined transfer of control application will be issued in approximately two weeks. The following procedures shall apply to the applications listed below: CABLE LANDING LICENSE ACT APPLICATION The following application for consent to transfer control of cable landing license has been found, upon initial review, to be acceptable for filing. This application is not subject to the streamlined processing procedures set forth in Section 63.12 of the Commission's rules, 47 C.F.R.  63.12. This application will not be deemed granted until the Commission affirmatively acts upon the application by written order. Operation for which authorization is sought may not commence except in accordance with any terms or conditions imposed by the Commission.
