Report No. MM-809 MASS MEDIA ACTION March 10, 1994 HAWAII PACIFIC UNIVERSITY GRANTED CONSTRUCTION PERMIT AND LICENSE FOR ITFS CHANNELS AT HONOLULU, HI The Commission has granted the application of Hawaii Pacific University for a construction permit and license on Channels D1-D4 in the Instructional Television Fixed Service (ITFS), in Honolulu, HI; and denied the competing application of Northern Arizona University Foundation for ITFS facilities on those channels at Waipahu, HI. Under the comparative selection process, Hawaii Pacific was awarded four points for being local, three points for being accredited, two points for observing the four-channel limitation, and one point for proposing at least 21 hours of formal educational programming per channel, per week, for a total of 10 points. Northern Arizona was awarded two points for observing the four- channel limitation and one point for proposing at least 21 hours of formal educational programming per channel, per week, for a total of three points. Thus, the tentative selectee was Hawaii Pacific. Additionally, Hawaii proposed to lease its excess capacity for non-ITFS use, and submitted a copy of its lease with Maui Cable Vision, which conforms in all respects with the Commission's requirements.
