Report No. MM-811 MASS MEDIA ACTION March 10, 1994 ASSIGNMENT OF WCOA(AM), WJLQ-FM, PENSACOLA, FL, TO WKRG-TV, INC., APPROVED; ONE-TO-A-MARKET RULE WAIVED The Commission has granted the application to assign the licenses of WCOA(AM) and WJLQ-FM, Pensacola, FL, from BREM Broadcasting to WKRG-TV, Inc. It also granted a waiver of the one- to-a-market rule. WKRG-TV is the licensee of WKRG(AM), WKRG-FM and VHF television station WKRG-TV, Mobile, AL. The Grade A contour of WKRG-TV encompasses all of Pensacola, WCOA(AM) and WJLQ-FM's community of license. The Commission said that WKRG-TV had shown that joint operation of the stations will result in significant cost savings as well as the potential for enhanced programming and service benefits. It also has been established that WCOA(AM) and WJLQ-FM have consistently lost money and have shown a negative cash flow since their present owner acquired the stations two years ago. Furthermore, WKRG-TV has demonstrated that the proposed combination will not create any undue concentration of ownership or control of the broadcast media in the Mobile-Pensacola market.
