Report No. MM-814 MASS MEDIA ACTION March 17, 1994 TEXAS A&T GRANTED ITFS LICENSE TO SERVE FALFURRIAS, TX The Commission has granted the application of Texas A&T University for Instructional Television Fixed Service (ITFS) facilities on Channels G1-G4 to serve Falfurrias, TX, It denied the competing application of San Diego Independent School District to serve Benavides, TX. Both applicants were qualified to be licensees and the Commission made its decision based on a comparison of the two. Both applicants were entitled to four points for being local, three for being accredited, two for observing the four- channel limitation and one point for proposing at least 21 hours of formal educational ITFS programming per channel per week, for a total of ten points each. Because the scores were tied, the Commission had to use its tie-breaker mechanism, which considers the number of student each system would serve, to determine the winning applicant. In this case San Diego was credited with 1,562 students and the University with 7,255. Because the number of students credited to San Diego is less than 80 percent of the number of students credited to University, University was chosen to receive the license.
