      INTERNATIONAL BUSINESS COLLEGE GRANTED ITFS LICENSE TO SERVE 
                             LAS CRUCES, NM

     The Commission has granted the application of International
Business College of New Mexico, Inc. (IBC), for an Instructional
Television Fixed Service (ITFS) facility on Channels D1-D4 to serve
Las Cruces, NM. It denied the competing application of Tatum
Junior-Senior High School for an ITFS facility to serve the same
community. 

     Both applicants were qualified to be licensees and the
Commission made its decision based on a comparison of the two.

     It found IBC entitled to four points for being local, three
for being accredited, two for observing the four-channel
limitation, and one point for proposing at least 21 hours of formal
educational ITFS programming per channel per week, for a total of
ten points.  Tatum was entitled to two points for observing the
four-channel limitation and one point for proposing at least 21
hours of formal educational ITFS programming per channel per week,
for a total of three points.  Therefore, IBC was the successful
applicant.

     Action by the Commission March 18, 1994, by Memorandum Opinion
and Order (FCC 94-70).  Chairman Hundt, Commissioners Quello and
