Report No. MM-816 MASS MEDIA ACTION March 23, 1994 GADSDEN INDEPENDENT SCHOOL DISTRICT GRANTED ITFS LICENSE TO SERVE LAS CRUCES, NM The Commission has granted the application of Gadsden Independent School District for an Instructional Television Fixed Service (ITFS) facility on Channels C1-C4 to serve Las Cruces, NM. It denied the competing application of Texico Municipal School for an ITFS facility to serve the same community. Both applicants were qualified to be licensees and the Commission made its decision based on a comparison of the two. It found Gadsden entitled to four points for being local, three for being accredited, two for observing the four-channel limitation, and one point for proposing at least 21 hours of formal educational ITFS programming per channel per week, for a total of ten points. Texico was entitled to two points for observing the four-channel limitation and one point for proposing at least 21 hours of formal educational ITFS programming per channel per week, for a total of three points.
