Report No. MM-818 MASS MEDIA ACTION April 1, 1994 JOHN W. TYRONE DENIED REVIEW OF BUREAU ACTION REGARDING FM BLANKETING INTERFERENCE AT FM STATION WYUU, SAFETY HARBOR, FL The Commission has denied John W. Tyrone review of an action by the Mass Media Bureau which denied his informal objection and granted the license application filed by Entertainment Communications, Inc., permittee of FM station WYUU, Safety Harbor, FL. Tyrone argued that grant of the license application should be reversed because the WYUU transmitter caused FM blanketing interference in his household, and exposed persons at his residence to excessive levels of radiofrequency (RF) radiation. Denying review, the Commission stated that it has found no basis for Tyrone's contentions and proposed conditions on the WYUU license regarding present or potential blanketing interference. The Commission also found no basis for Tyrone's claim of exposure to excessive levels of RF radiation. The record indicated that WYUU hired the Chief Operator for Station WUSA, Tampa, FL, to take RF radiation measurements on Tyrone's property and that such measurements were taken on September 26, 1988. The Commission's technical staff reviewed the study and data submitted by WYUU and determined that they were consistent with the prediction model and calculations based on the federal standard adopted from the American National Standards Institute (ANSI), and the Commission's Office of Engineering and Technology (OET). Further, WYUU's study showed that the ANSI guidelines were not exceeded on Tyrone's property, and the Bureau's study, based on its theoretical application of OET Bulletin No. 65, confirmed this result. Thus, the Commission concluded that RF radiation measures taken by WYUU accurately demonstrate that the ANSI standard is not being exceeded.
