Report No. MM-822 MASS MEDIA ACTION April 28, 1994 SIX RADIO STATIONS IN KANSAS AND NEBRASKA GRANTED LICENSE RENEWALS, SUBJECT TO SHORT TERM RENEWALS, FORFEITURES, AND REPORTING CONDITIONS Following review of their respective EEO (Equal Employment Opportunity) programs, the Commission has granted, subject to sanctions, the license renewal applications to the following licensees: Midland Broadcasters, Inc., for stations KMAJ(AM)/KMAJ- FM; Omaha Great Empire Broadcasting, Inc., for stations WOW(AM)/WOW-FM; and Stauffer Communications, Inc., for stations WIBW(AM)/WIBW-FM. The National Association for the Advancement of Colored People (NAACP) petitioned the applications. The Commission has renewed the licenses of KMAJ(AM)/KMAJ-FM subject to reporting conditions and a Notice of Apparent Liability (NAL) for $18,750. The sanctions are based on the licensee's failure to engage in recruiting efforts so as to attract an adequate pool of minority applicants for a substantial number of its 11 full-time jobs. Further EEO conduct indicating a particular type of deficiency also contributed to the imposed sanctions. In this regard, the specific deficiency was the licensee's failure to recruit for at least a third of its positions. The Commission has renewed the licenses of WOW(AM)/WOW-FM for a short term subject to reporting conditions and an NAL for $25,000. The sanctions are based on the licensee's failure to engage in recruiting efforts so as to attract an adequate pool of minority applicants for a substantial number of its 53 full-time jobs. Further EEO conduct indicating particular types of deficiencies also contributed to the imposed sanctions. In this regard, specific deficiencies include the licensee's failure to recruit for at least a third of its positions, and inadequate efforts given the large number of hiring vacancies. The sanctions are based on the licensee's failure to engage in recruiting efforts so as to attract an adequate pool of minority applicants for a substantial number of its 22 full-time jobs. Further EEO conduct indicating particular types of deficiencies also contributed to the imposed sanctions. In this regard, specific deficiencies include the licensee's failure to recruit for at least a third of its positions and inadequate efforts to recruit women.
