Report No. MM-827 MASS MEDIA ACTION April 28,1994 NEVADA STATION GRANTED RENEWAL SUBJECT TO FORFEITURE AND REPORTING CONDITIONS; FOUR ARIZONA STATIONS GRANTED SHORT TERM RENEWALS SUBJECT TO FORFEITURES AND REPORTING CONDITIONS Following review of their respective EEO (Equal Employment Opportunity) programs, the Commission has granted, subject to sanctions, the license renewal applications of the following licensees: Commonwealth Broadcasting of Northern California for station KMZQ-FM; Broadcast Associates, Inc. for stations KFMS/KFMS- FM; and Arizona Lotus Corporation for stations KTKT/KLPX-FM. The National Association for the Advancement of Colored People (NAACP) petitioned each of the applications. The National Hispanic Media Coalition (NHMC) and its member Richard Martinez petitioned the applications for stations KTKT/KLPX-FM. The Commission has renewed the license for KMZQ-FM subject to reporting conditions and a Notice of Apparent Liability (NAL) for $18,750 due to deficient recruitment efforts. The sanctions are based on the licensee's failure to engage in recruiting efforts so as to attract an adequate pool of minority applicants for a substantial number of its 35 full-time jobs. Further EEO conduct indicating particular types of deficiencies also contributed to the imposed sanctions. In this regard, specific deficiencies include the licensee's inadequate efforts given the large number of hiring vacancies. The Commission has renewed the licenses for KFMS/KFMS-FM for a short term subject to reporting conditions and a NAL for $25,000 due to deficient recruitment efforts. The sanctions are based on the licensee's failure to engage in recruiting efforts so as to attract an adequate pool of minority applicants for a substantial number of its 28 full-time jobs. Further EEO conduct indicating particular types of deficiencies also contributed to the imposed sanctions. In this regard, specific deficiencies include the licensee's failure to recruit for at least a third of its positions and inadequate efforts given the large number of hiring vacancies. (over) - 2 - The Commission has renewed the licenses for KTKT/KLPX-FM for a short term subject to reporting conditions and a NAL for $25,000 due to deficient recruitment efforts. The sanctions are based on the licensee's failure to engage in recruiting efforts so as to attract an adequate pool of minority applicants for a substantial number of its 27 full-time jobs. Further EEO conduct indicating particular types of deficiencies also contributed to the imposed sanctions. In this regard, specific deficiencies include the licensee's failure to recruit for at least a third of its positions, inadequate efforts given the large number of its hiring vacancies, and the large minority labor force. However, in evaluating the overall sanction, the Commission did give the licensee credit for recruitment efforts which resulted in minority hires.
