Report No. MM-834 MASS MEDIA ACTION June 13, 1994 TEXAS A&M UNIVERSITY GRANTED LICENSE TO PROVIDE ITFS AT BRYAN, TX The Commission has granted the application of Texas A&M University for Instructional Television Fixed Service facilities to operate on Channels C1-C4 at Bryan, TX. It denied the competing application of Calvert Independent School District to serve Bremond, TX. Both applicants were found to be qualified to be licensees and both received ten points on the comparative evaluation which considers being local, being accredited, observing the four- channel limitation and for proposing at least 21 hours of formal ITFS programming per channel per week. The Commission made its decision based on the tie-breaker mechanism. This is based on the submission by each applicant of the number of students at its proposed receive sites who are formally enrolled in classes for credit toward an academic degree or diploma or a legally required certification or license. The number of student the Commission considered was 41,710 for Texas A&M and 307 for Calvert. Therefore, the Commission granted Texas A&M's application.
