Report No. MM-837 MASS MEDIA ACTION June 15, 1994 ROBY SCHOOL DISTRICT AUTHORIZED TO OPERATE ITFS FACILITIES TO SERVE SNYDER, TX The Commission has granted the application of Roby Consolidated Independent School District to operate a new Instructional Fixed Television Service (ITFS) facility on Channels A1-A4 to serve Snyder, TX. It denied the mutually exclusive application of Highland Independent School District to operate an ITFS facility to serve Roscoe, TX. The Commission found both applicants qualified to be licensees and made its decision using the comparative process. The Commission found Highland was entitled to four points for being local, three points for being accredited, two points for observing the four-channel limitation, and one point for proposing at least 21 hours of formal educational programming per channel per week, for a total of ten points. Roby was entitled to four points for being local, three points for being accredited, two points for observing the four-channel limitation and two points for proposing at least 41 hours of formal educational programming per channel per week, for a total of eleven points. Thus, the Commission selected Roby. Action by the Commission June 6, 1994, by Memorandum Opinion and Order (FCC 94-142).
