         WTTA(TV), ST. PETERSBURG, FL, APPLICATION FOR REVIEW OF
                  FORFEITURE RETURNED TO PENDING STATUS

     In light of a recent court decision, the Commission has set
aside its July 6, 1994, decision denying Bay Television, Inc.,
licensee of WTTA(TV), St. Petersburg, FL, reconsideration of a
$10,000 forfeiture assessed against it for running too many
commercials during its children's programming.

     On July 12, 1994, the U.S. Court of Appeals for the District
of Columbia Circuit vacated the Commission's forfeiture
standards.

     In calculating the forfeiture amount to be assessed against
Bay Television, the Mass Media Bureau relied on these standards. 
Its denial of the application for review also relied in part on
those standards. 

      Accordingly, the Commission set aside its order denying
reconsideration and returned the application for review to
pending status.
