NEWSReport MM-848 MASS MEDIA ACTION September 13, 1994 UNIVERSITY OF MARYLAND EASTERN SHORE GRANTED ITFS LICENSE FOR SALISBURY, MD The Commission has granted the application of the University of Maryland Eastern Shore for Instructional Television Fixed Service (ITFS) facilities on Channels B1-B4 to serve Salisbury, MD, and denied the competing application of Seaford School District to serve Delmar, DE. Both applicants were found qualified and the decision was made based on the standard comparative criteria. Each applicant was entitled to four points for being local, three points for being accredited, two points for observing the four-channel limitation and one point for proposing at least 21 hours of formal ITFS programming per channel per week, for a total of ten points each. Because the applicants were tied, the Commission, used its tie-breaker mechanism to determine the winning applicant. Because Maryland will serve 38,610 students and Seaford will serve 1,717, the Commission awarded the license to Maryland.
