NEWSReport No. MM-851 MASS MEDIA ACTION September 30, 1994 FOX TELEVISION STATIONS GRANTED EXTENSION OF STA TO TRANSMIT NFL FOOTBALL GAMES TO THREE MEXICAN TELEVISION STATIONS The Commission has granted Fox Television Stations, Inc. a limited extension of its Special Temporary Authority (STA) to transmit the broadcast pictures and descriptions of National Football League (NFL) football games to Mexican stations XETV, XHNUL-TV, and XHRTA-TV for rebroadcast to the United States. The Commission also ratified an August 11, 1994 decision of its Mass Media Bureau, which granted Fox's original STA. These actions were taken over the objections of Channel 51 of San Diego and Century Development Corporation, licensees of U.S. broadcast stations in San Diego, California and Laredo, Texas, respectively. Fox was granted authority to broadcast the games through a) 11:59 p.m., local time on October 24, 1994, or b) until the FCC takes action on Fox's separate applications for long-term authority to export programming to Mexican stations, whichever occurs first. The Commission concluded that an extension of the STA for a four week period would serve the public interest by preserving the availability of NFL programming for substantial American audiences. The Commission said that this brief extension of Fox's temporary program export authority (covering a maximum of seven games over four weeks) is fully consistent with precedent and authority. The Commission stated that it does not believe that an extension of the STA will prejudice Channel 51 or Century Development with respect to consideration of their petitions to deny Fox's pending requests for long-term authority.
