NEWSReport No. MM-856 MASS MEDIA ACTION October 14, 1994 ASSIGNMENT OF WCVX(TV), CHANNEL 58, VINEYARD HAVEN, MA, FROM CAPE TELEVISION TO BOSTON UNIVERSITY COMMUNICATIONS APPROVED The Commission has granted the application to assign the license of WCVX(TV), Channel 58, Vineyard Haven, MA, from Cape Television, Inc., to Boston University Communications, Inc. (BUCI). The station has been off the air since August 14, 1991. BUCI is also licensee of WQTV (Ind), Channel 68, Boston, MA. The two stations' signals would overlap in such a way as to implicate the Commission's duopoly rule. However, BUCI proposes to operate the Vineyard Haven station as a satellite of the Boston station, pursuant to the satellite exception contained in the rule. The Commission said BUCI had met the three-pronged test for proving that satellite operation is in the public interest: (1) there is no City Grade overlap between the parent and satellite; (2) the satellite would provide service to an underserved area; and (3) no alternative operator is available to operate the proposed satellite as a full-service station.
