Report No. MM-862 MASS MEDIA ACTION December 5, 1994 OUACHITA ACADEMY OF ARTS AND SCIENCE GRANTED ITFS CHANNELS B1-B4 IN RAYVILLE, LA The Commission has granted the application of Ouachita Academy of Arts and Science for a construction permit and license in the Instructional Fixed Television Service (ITFS) on Channels B1-B4 in Rayville, LA; and denied the competing applications of North Louisiana Area Health Education Center Foundation and Northeast Louisiana University (NLU) for ITFS channels at Holly Ridge and Monroe, LA, respectively. In cases of mutually exclusive applications, where applicants are competing for the same or adjacent channels in the same geographic area, each application is reviewed pursuant to the Commission's comparative process. This procedure awards a maximum of 12 merit points based on five criteria deemed to be most relevant to predicting the applicant best qualified to provide service for which the ITFS spectrum has been allocated. In this case, Ouachita was awarded four points for being local, two points for observing the four-channel limitation, and two points for proposing at least 61 hours of formal educational ITFS programming per channel per week, for a total of eight points. Health Education Center and NLU were awarded four points for being local, and two points for observing the four-channel limitation, for a total of six points each. Thus, the selectee is Ouachita. Ouachita proposed leasing its excess capacity for non-ITFS use and submitted a copy of its lease with Cotton County Cable, Inc., which conformed in all respects with the Commission's requirements for such leases.
