          FCC AFFIRMS BUREAU ACTION WHICH GRANTED APPLICATION TO
             MODIFY THE FACILITIES OF WXOD(FM), WINCHESTER, NH

     The Commission has affirmed the Mass Media Bureau's action
which granted the application of Roberts Communications, Inc. to
modify the facilities of WXOD(FM), Winchester, NH.  The Bureau's
action was affirmed over the objections of L.B. New Hampshire,
Inc., licensee of stations WKNE(AM/FM), Keene, NH.

     The Commission stated that Roberts application fully
complied with the Suburban Community standard in that it: 1)
provided a city-grade service to the designated community of
license; 2) proposed programming that will serve the designated
community of license; and, 3) Roberts' main studio is within its
principal community contour.

     Denying review, the Commission stated that LB failed to
demonstrate the Suburban Community standard should not be applied
in this case.

     Action by the Commission January 18, 1996, by Memorandum
Opinion and Order (FCC 96-10).  Chairman Hundt, Commissioners
Quello, Barrett, Ness, and Chong.
