NEWSReport No. 96-10 MASS MEDIA ACTION February 29, 1996 FCC GRANTS HARRISBURG TELEVISION, INC.'S REQUEST FOR WAIVER OF THE DUOPOLY RULE AND ASSIGNMENT OF WHTM-TV, HARRISBURG, PA The FCC waived its television duopoly rule and approved an assignment of license, allowing Harrisburg Television, Inc. ("HTI") to acquire WHTM-TV, Channel 27 (ABC) in Harrisburg, Pennsylvania. HTI is controlled by Allfinco, Inc., which is, in turn, a wholly-owned subsidiary of Allbritton Communications Company (Allbritton). Allbritton is currently the licensee of WJLA-TV, Channel 7 (ABC), Washington, D.C. Because the Grade B contour of WHTM-TV overlaps that of WJLA-TV, HTI requested a permanent waiver of the Commission's duopoly rule in its application for assignment of license. In the unopposed application, HTI pledged to establish a Washington, D.C. news bureau for WHTM-TV to cover the legislative activities relevant to viewers in the Harrisburg area, and to generally enhance the station's news and local programming. The Commission found that "waiver of the duopoly rule in this case will produce public interest benefits." Action by the Commission February 12, 1996, by Memorandum Opinion and Order (FCC 96-77).
