NEWS July 1, 1996 MASS MEDIA BUREAU'S ENFORCEMENT DIVISION REORGANIZED The Enforcement Division of the Mass Media Bureau has been reorganized to improve efficiency, to reduce levels of review, and to increase flexibility of staffing so as to respond better to shifts in workload and provide the staff with a wider range of experience. The reorganization consolidates the Complaints and Investigations, Political Programming, and Hearing Branches into the Complaints and Political Programming Branch. The Equal Employment Opportunity Branch (EEO) remains unchanged. The new structure is effective immediately. Staff members of the new Complaints and Political Programming Branch retain their previous responsibilities, but during times of uneven workload, they will assist other groups as well. Through cross training, the Division expects to maximize the staff available for prompt handling of increased work in any area handled in the new Branch. The Political Programming Group has primary responsibility for advising licensees, cable systems and candidates on political programming matters, handling political programming complaints, evaluating licensees' and cable systems' compliance with political programming requirements, and participating in rulemaking proceedings involving political programming. The Hearing Group has primary responsibility for participating in Mass Media Bureau hearings, including those involving renewals, revocations, comparative proceedings, and investigations. The Complaints Group has primary responsibility for all non-EEO complaints, inquiries, and investigations not handled by other groups.
