Before us is a letter filed by Eddie Bond ("Bond") seeking further review of a Memorandum  SL( x<Opinion and Order, released on June 29, 1998, by the Chief, Mass Media Bureau ("Bureau").<PL; O2 xFԍ #X\  P6G;QwP#Eddie Bond, Memorandum Opinion and Order, 13 FCC Rcd 12526 (MMB 1998) ("1998 Order"). On  xPNovember 6, 1995, the Bureau issued a Notice of Apparent Liability to Bond for a $15,000 forfeiture. The Bureau  xfound that Bond had engaged in three unauthorized transfers of control of the license for Station WOHT(FM) in  x"violation of Section 310 of the Communications Act of 1934, as amended, and Section 73.3540 of the Commission's  x4Rules. The Bureau denied Bond's first request to reduce the forfeiture as Bond had not provided sufficient  yO( xdocumentation to support his inability to pay.
