          On October 15, 1996, Lawrence County High School and Winston
          County Technical Center amended their applications (BPLIF-
          920320DQ and 920617DC)respectively, for new ITFS stations on
          the B and G channel groups at Tharptown, Alabama.  The
          amendments proposed to change their polarization. While a
          change of this nature constitues a major change and requires
          the assignment of new file numbers, the subject amendments
          were filed to accommodate a settlement agreement among
          applicants that have previously achieved cut-off status. 
          Consequently, the cut-off rules are waived for the amended
          application, and no completing applications may be filled.
