      RECEIPT OF REQUEST FOR WAIVER OF ONE-TO-A-MARKET RULE

     The Video Services Division, Mass Media Bureau, is in receipt of a letter from Seagull
Communications Corporation ("Seagull"), licensee of KSGI-TV, Cedar City, Utah, requesting
waiver of the Commission's "one-to-a-market rule."  47 C.F.R.  73.3555(c).  Seagull principals
Morgan Skinner and Lavon Randall are principals in the licensees of stations KSGI(AM) and KSGI-
FM, St. George, Utah.  Since the Grade A signal of KSGI-TV, computed using the standard
prediction methods set forth in 47 C.F.R.  73.684, completely encompasses St. George, Seagull's
ownership of KSGI-TV apparently violates the one-to-a-market rule.  Seagull contends that a waiver
of the one-to-a-market rule is justified because KSGI-TV meets the "failed station" criterion.  47

     Interested parties may file comments no later than 30 days from the issuance of this Public
Notice.
