Seagull principals Morgan Skinner and Lavon Randall are principals in the licensees of stations KSGI(AM) and KSGI- FM, St. George, Utah. Since the Grade A signal of KSGI-TV, computed using the standard prediction methods set forth in 47 C.F.R.  73.684, completely encompasses St. George, Seagull's ownership of KSGI-TV apparently violates the one-to-a-market rule. Seagull contends that a waiver of the one-to-a-market rule is justified because KSGI-TV meets the "failed station" criterion. 47 C.F.R.  73.3555(c), note 7.
