DA 00-901 April 26, 2000 MASS MEDIA BUREAU ANNOUNCES AVAILABILITY OF STREAMLINED APPLICATION FORM FOR FM BROADCAST LICENSE Report No. 24721A Released: April 26, 2000 On October 22, 1998, the Commission adopted a Report and Order in which it significantly modified its broadcast application and licensing procedures, making them more efficient and eliminating unwarranted regulatory burdens. 1998 Biennial Regulatory Review Streamlining of Mass Media Applications, Rules, and Processes, 13 FCC Rcd 23056 (1998) ("Report and Order"). As part of this proceeding, the Mass Media Bureau has significantly revised key forms, replacing many open-ended narrative questions with "yes/no" certifications, thus simplifying and reducing the time needed to complete these forms. In addition to the revised FCC Forms 301, 314, 315, and 316, introduced in June 1999, the Mass Media Bureau is introducing a revised version of FCC Form 302-FM Application for FM Broadcast Station License (March 2000), which incorporates the streamlined features of the previously introduced forms. The paper version of the streamlined FCC Form 302-FM is available now. While the Bureau strongly encourages applicants to use the revised forms once they become available, the previous version of Form 302-FM (March 1998) will be accepted through May 24, 2000. Effective May 25, 2000, applicants must use the revised form. Old versions will automatically be returned. Applicants should note that return of an application may have a significant impact on procedural rights. The Bureau reminds applicants that the streamlined form requires certification that each question has been answered based on the applicant's review of the application, instructions, and worksheets, and that applications filed on the revised form will be subject to the random audit program as described in the Report and Order. See Report and Order at 66-76. Procedures for filing the revised Form 302-FM electronically will be announced by subsequent Public Notice.
