                     PETITION FOR RULEMAKING

Entravision Holdings, LLC has filed a petition for rule making to amend Section 73.3598 of the
Commission's rules pertaining to the period of construction for broadcasting construction permits.

                    NATURE OF PETITION: To permit qualified broadcasters with significant minority group
                    participation or proposing to meet the broadcasting needs of minority
                    group populations to obtain a construction permit which would
                    otherwise be declared forfeited, and, as a result thereof, to receive
                    additional time to complete construction.
