This service would operate at very low power in the FM band on an occasional, scheduled basis. In the case of hockey games, this new service would: (1) give fans, for which English is not their first language, access to radio broadcast game coverage in their first language; (2) explain the calls of the referees and the rules of the game; (3) provide information about services inside or near the arena; (4) provide entertainment before the game; (5) provide emergency information; and, (6) accommodate the particular needs of the hearing and visual impaired. The petition is not specific with respect to technical parameters, which would be resolved in the proceeding.
