WASHINGTON, D.C. 20554 News media information 202/418-0500 Fax-On-Demand 202/418-2830 Internet: http://www.fcc.gov ftp.fcc.gov MASS MEDIA BUREAU IMPLEMENTS Consolidated Database System (CDBS) Electronic Filing of FCC Forms 301, 302, 314, 315, 316 and 347 Released: April 28, 2000 The Mass Media Bureau announces the availability of the Radio and Television Broadcast Station Consolidated Database System (CDBS) online electronic forms filing system. This new Internet based electronic forms filing system enables radio and television broadcast station applicants to electronically file with the Commission: The Application for Construction Permit for Commercial Broadcast Station FCC Form 301; the Application for FM Broadcast Station License FCC Form 302-FM; the Application for Consent to Assignment and Transfer FCC Forms 314, 315, and 316; and the Application for a Low Power TV, TV Translator or TV Booster Station License FCC Form 347. Effective April 28, 2000, users can access this system via the Internet from the Mass Media Bureau's Web Site at: http://www.fcc.gov/mmb On September 23, 1999, the Mass Media Bureau implemented the new CDBS system for processing broadcast radio and television station applications. The Bureau is now implementing the electronic forms filing component of the system. At this time, the Internet electronic filing system supports FCC Forms 301,302-FM, 314, 315, 316 and 347. Paper filing of the enumerated forms will be permitted for a six-month period following initial release of the form, then electronic filing of the form becomes mandatory. Electronic filing of the Forms 301, 302-FM, 314, 315, 316 and 347 will become mandatory October 27, 2000. After that date, paper filing of these forms will only be accepted if accompanied by a waiver demonstrating good cause for an exemption from the mandatory electronic filing requirement. Instructions for use of the electronic filing system are available in the CDBS User's Guide which can be accessed from the electronic filing web page. Special attention should be given to the details of the applicant account registration function, form filing function, and the fee form handling procedures, if a fee is required. Internet access to the CDBS public access system at the Commission's Web Site requires a user to have, at a minimum, a browser such as Netscape version 3.04 or Internet Explorer version 3.51.
