NEWS April 8, 1997 LISA M. HIGGINBOTHAM APPOINTED DEPUTY CHIEF (LEGAL) OF THE PRIVATE WIRELESS DIVISION, WIRELESS TELECOMMUNICATIONS BUREAU Lisa M. Higginbotham has been appointed Deputy Chief (Legal) of the Private Wireless Division of the Wireless Telecommunications Bureau, effective March 30, 1997. Prior to joining the Wireless Telecommunications Bureau, Ms. Higginbotham worked for almost two years as a senior staff attorney in the Office of General Counsel Administrative Law Division. During her tenure, she served as liaison to the Wireless Telecommunications Bureau and the Office of Engineering and Technology, primarily working on wireless matters involving spectrum management policy and competitive bidding issues. Ms. Higginbotham also worked on forfeiture policy, Freedom of Information Act issues and served as liaison to the communications bar regarding FCC process streamlining issues. Ms. Higginbotham joined the Commission in September 1990 as a staff attorney in the Mass Media Bureau's EEO Branch, where she played a major role in developing rules implementing the EEO provisions of the 1992 Cable Act. In November 1993, Ms. Higginbotham joined the Cable Services Bureau as a staff attorney specializing in broadcast signal carriage and effective competition issues. In August 1994, she was appointed Supervisory Attorney in the Cable Services Bureau's Consumer Protection Division, where she coordinated the Bureau's review of effective competition and other challenges to franchising authorities' ability to regulate basic cable rates. Ms. Higginbotham received her B.S. degree in Public Administration from Shippensburg University of Pennsylvania and her J.D. degree from the University of Pittsburgh School of Law. Raised in Philadelphia, PA, Ms. Higginbotham currently resides in Silver Spring, MD. - FCC -
