April 12, 1994 PATRICK DONOVAN NAMED ACTING DIVISION CHIEF POLICY AND RULES DIVISION, CABLE SERVICE BUREAU Patrick Donovan has been named Acting Chief of the Policy and Rules Division of the Cable Services Bureau. The Policy and Rules Division will conduct all rulemaking activities of the Bureau. The Division will also conduct studies and collect information that will be used to evaluate and formulate the Commission's rules and policies for the cable industry. Mr. Donovan has recently served as Acting Deputy Division Chief of the Cable Services Division, Mass Media Bureau, and Special Counsel-Cable Rates in the office of the Bureau Chief of the Mass Media Bureau. Mr. Donovan has had major responsibility for implementation of rate regulation provisions of the 1992 Cable Act. Mr. Donovan started employment at the FCC as an attorney advisor in the Mobile Service Division of the Common Carrier Bureau in 1977, moving to the Tariff Division in 1979, to the Domestic Facilities Division in 1984, and to the Policy and Program Planning Division in 1990 where he was named Special Counsel in February 1993. In the Policy and Program Planning Division, Mr. Donovan was responsible for a number of proceedings including state-related and preemption proceedings, the Joint Conference on Open Network Architecture, and had major responsibility for the Computer III Remand and video dialtone proceedings. Mr. Donovan graduated from Georgetown University Law Center in 1976. He received a B.A. degree cum laude from Brandeis University in 1971. He is a member of the District of Columbia Bar. Mr. Donovan resides in the District of Columbia. -- FCC --
