Report No. DC-2589 ACTION IN DOCKET CASE April 20, 1994 FCC INITIATES PROCEEDING TO PREPARE FOR THE 1995 AND FUTURE WORLD RADIOCOMMUNICATION CONFERENCES (IC DOCKET NO. 94-31) The FCC today initiated a proceeding to prepare for the 1995 and future World Radiocommunication Conferences (WRCs) of the International Telecommunication Union (ITU). The Commission is seeking information to assist it in developing U.S. proposals relating to issues on the agenda of WRC-95, and in refining recommended and preliminary agendas for WRC-97 and WRC-99. The next WRC (WRC-95) is scheduled to convene in November 1995, and is expected to consider a substantive agenda recommended to it by the 1993 World Radiocommunication Conference. Pending final adoption by the ITU Council next month, the agenda for WRC-95 will include: 1) a review of the Radio Regulations based upon a report of the Voluntary group of Experts; and 2) facilitating use of frequency bands allocated to the mobile-satellite service. WRC- 95 also will recommend an agenda for WRC-97 and will develop a preliminary agenda for WRC-99. In addition, WRC-93 recommended that the 1995 conference consider addressing initially, with a view to WRC-97 taking substantive action on the following topics: 1) Resolution No. 712 (WARC-92) dealing with space service allocation issues not considered at the 1992 World Administrative Radio Conference; 2) revision of the broadcasting satellite service plans in Regions 1 and 3; and 3) availability of high-frequency broadcasting (HFBC) spectrum allocated at previous conferences. WRC-95 will refine that agenda and give its views on a preliminary agenda for WRC-99. The Commission is requesting information and comments regarding these topics to assist it in drafting U.S. proposals.
