April 20, 1994 SCOTT HARRIS NAMED CHIEF, OFFICE OF INTERNATIONAL COMMUNICATIONS Scott Blake Harris has been named Chief of the Office of International Communications. Harris is currently serving as Chief Counsel for Export Administration with the U.S. Department of Commerce. Prior to joining Commerce, Harris was a partner with the law firm of Williams & Connolly in Washington, D.C. In private practice, he specialized in commercial litigation and advising, most often in international matters. He has been a member of the Council on Foreign Relations, the National Advisory Board of the Center for National Policy, and the board of Directors of the American-Turkish Friendship Council. He has also served as Vice Chairman of the ABA International Law Section Committee on International Commercial Arbitration and Chairman of its Subcommittee on State International Arbitration Statutes. He is a member of the Judicial Conference on the D.C. Circuit Committee on Pro Bono Legal Services, the American Society of International Law, and the ABA Sections of International Law, Litigation and Intellectual Property. Harris graduated magna cum laude from Brown University and magna cum laude from Harvard Law School. He clerked for federal Judge Gerhard A. Gesell. He lives in Washington with his wife, Barbara Straughn Harris, and their children Colin and Margot.
