April 28, 1994 FCC LAUNCHES FIRST RADIO SPECTRUM MANAGEMENT TRAINING COURSE FOR DEVELOPING COUNTRIES The Federal Communications Commission has launched its first radio spectrum management training course for developing countries of the globe. Under the aegis of the United States Telecommunications Training Institute (USTTI), an initiative of the United States to assist the developing world, the FCC began its two-week course, "Spectrum Management in the Civil Sector" on Monday, April 25, 1994. Chairman Reed E. Hundt welcomed twenty-two participants from the countries of Albania, Brazil, Colombia, Eritrea, Hungary, Kazakhstan, Macau, Moldova, Poland, Romania, Russian Federation, St. Lucia, Turkey, Venezuela, Vietnam, and Zambia. The students will spend time at the Commission studying such diverse issues as the Global Information Infrastructure, democratic regulatory laws and processes, telecommunication technical standards, modern communications services, satellite and terrestrial coordination methods, and cable television regulations as are impacted by usage of the spectrum. Highlights of the course include visiting the industry Advanced (High Definition) Television Test Center in Alexandria, Virginia; the Commission's license processing center in Gettysburg, Pennsylvania; and both the FCC Laboratory and the FCC Monitoring Station located near Laurel, Maryland. The course includes instruction for the participants by the industrial firms of Motorola and Comsearch. Guest lecturers from private industry will supplement the government's course material in areas of automated licensing and satellite operations. The FCC also provides USTTI courses in the area of "Radio Spectrum Monitoring and Measuring" at its monitoring station at Laurel, Maryland, as well as "Radio Spectrum Monitoring Techniques and Procedures" at its monitoring and training facility in Allegan, Michigan, at different times of the year.
