May 23, 1994 COMMISSIONER SUSAN NESS APPOINTS GREGORY J. VOGT AND ROSALIND ALLEN AS INTERIM ADVISORS Commissioner Susan Ness has appointed on an interim basis two of her advisors -- Gregory J. Vogt as her senior legal advisor and Rosalind Allen as her legal advisor. Mr. Vogt and Ms. Allen will be on detail to the Commissioner's office until she finalizes her permanent staffing decisions. GREGORY J. VOGT Gregory J. Vogt is the Chief of the Tariff Division in the Common Carrier Bureau of the FCC. His division is responsible for reviewing the rates and regulations of interstate common carriers and local exchange carrier access providers. Prior to that position, from 1989 to 1992, he was Chief of the Mobile Services Division in the Common Carrier Bureau. From 1986 to 1989 he was Chief of the Enforcement Division of the Common Carrier Bureau. Mr. Vogt began his duties at the FCC in 1982 with the Computer II Implementation Staff as a staff person and later as acting director of that staff. From 1979 to 1982 Mr. Vogt was engaged in the private practice of law, specializing in antitrust litigation and trade regulation. Commissioner Ness said "I am delighted that Greg will be joining my staff as my senior legal adviser until I make a final decision on staffing. Greg's depth of experience at the Commission should help me to quickly acclimate to my new responsibilities at the Commission." Mr. Vogt graduated cum laude with a J.D. from Northwestern University School of Law in 1979. During law school, he was executive editor of the Northwestern Law Review. He graduated summa cum laude, Phi Beta Kappa, with a B.A. in History and Psychology from the University of Kansas in 1976. He resides in Alexandria, VA with his wife Kathleen, and their three children, Elizabeth, Daniel and Michael. (over) -2- ROSALIND ALLEN Rosalind Allen has served as the Chief of the Private Radio Bureau's Rules Branch since 1991. During that time period she has had major responsibility for various policy initiatives, such as introduction of wide area Specialized Mobile Radio Service and the implementation of legislation revising regulation of commercial mobile service providers. She served in various staff positions prior to that, starting with the FCC in 1987. Between 1981 and 1987, Ms. Allen was engaged in the private practice of law at Reed, Smith, Shaw & McClay (formerly Pierson, Ball & Dowd), where she specialized in communications and intellectual property law. Commissioner Ness stated: "Roz will be a great addition to my staff during this interim period. Her experience with licensing matters, spectrum and personal communications services issues will be invaluable to me." Ms. Allen graduated with a J.D. from Georgetown University Law Center in 1981. She received her B.A. in English and Biopsychology cum laude from Vassar College in 1978 where she was elected to membership in Phi Beta Kappa. She lives in Potomac, MD with her husband John and her daughters Rachel and Nora. -FCC-
