                     COMMISSIONER SUSAN NESS APPOINTS
                 DONNA L. STAPLETON CONFIDENTIAL ASSISTANT

     Commissioner Susan Ness has appointed Donna L. Stapleton to
be her Confidential Assistant.  Ms. Stapleton will be responsible
for managing the office as well as scheduling the Commissioner's
appointments.

     Ms. Stapleton was Executive Assistant to the Managing
Partner of the law firm of Weil, Gotshal & Manges 1985 to 1993. 
There she was responsible for a wide range of administrative,
management and organizational duties.  Prior to that time, she
was Executive Assistant for a senior partner at the law firm of
Brown, Roady & Gold and was the Executive Assistant to the
Chairman of the Naisbitt Group.

     Commissioner Ness said "Donna has amassed a wealth of
experience in organizing an office.  She will be an invaluable
asset to me as I assume my duties as Commissioner."

     Ms. Stapleton received her B.A. in Political Science from
Taylor University.  She resides in Falls Church, VA.
